How it works
Circular 87/2026/TT-BCA of the Ministry of Public Security, in force from 24 July 2026 and built on Law 47/2014/QH13 (amended in 2019 and 2023), says the place where a foreigner stays must declare their temporary residence. Advisory sources list private homes among those places, so hosts renting homes or apartments to foreigners should treat themselves as responsible and confirm with their ward police.
The online declaration is made as soon as the guest arrives, on the province's immigration declaration website (for Khánh Hòa, khanhhoa.xuatnhapcanh.gov.vn; for other provinces, search “khai báo tạm trú” and the province name). The place registers an account first, declares each guest in a group individually, records the check-out when the guest leaves, and updates the entry when the guest gets a new visa, an extension or a residence card. On paper, form NA17 goes to the commune or ward police immediately and must be delivered within 12 hours of arrival, or 24 hours in remote areas.
For each guest you need the full name as in the passport, sex, date of birth, nationality, passport number, the document that allows the stay and how long it is valid, and the expected dates of the stay. Do I have to declare foreign guests if I rent out an apartment on Airbnb?
Advisory sources list private homes among the places where foreigners stay that must declare them. Treat yourself as responsible and confirm with your ward police, who can tell you how it is done in your area.
How quickly must I declare a foreign guest?
Online, immediately when the guest arrives. With paper form NA17, send it to the commune or ward police straight away and deliver it within 12 hours of arrival (24 hours in remote areas).
What about Vietnamese guests?
Vietnamese citizens go through a different procedure, the stay notice (thông báo lưu trú). The press reports it can be sent on VNeID with a level-2 account before 23:00 on the arrival day, or before 08:00 the next morning for arrivals after 23:00; confirm with your local police.
Is the passport data I type sent anywhere?
